A later retry may be useful when the response was clearly temporary, but repeated immediate checks can create noise and will not overcome a deliberate provider policy. Keep the result unresolved while you verify the person's employer and look for a direct professional source.

Can I treat a valid format as verified?

No. Syntax, domain existence, and MX records only show that the address is plausible and the domain can receive mail. They do not prove that the named inbox exists. Route the contact to enrichment or choose another supported contact path.
